Substantial Completion

Substantial Completion is the milestone in a low-voltage or integration project where the system is functionally complete and ready for its intended use. It is achieved when the contractor has fulfilled the core requirements of the scope of work within their control. At this stage, the system’s primary features are operational, and the owner can begin utilizing the technology.

Critically, Substantial Completion is not stalled by minor cosmetic “punch list” items, nor is it delayed by external factors such as unfinished work by other trades, client-initiated change orders, or specific hardware delays that do not prevent the system’s baseline operation.
